    When a person registers on my site, can the Newsletter plugin send the welcome email? I don’t want the original WordPress welcome email.

    No, Newsletter only intercepts the new wordpress user registration and can send its own welcome email, but the standard wordpress email is something you should eventually disable with a third party plugin, if none.
