    I get:
    Fatal error: Cannot redeclare class phpmailerException in …../wp-includes/class-phpmailer.php on line 4040 when I try to send a newsletter through the plugin to testusers.
    What to do?

    I use version 4.8.9.

    it seems you have some plugin loading the phpmailer library or an alternative version of the phpmailer library. not easy to solve. try to find the plugin which is generating that error.
