Editor can not access newsletter administration / write newsletter

I noticed that only users with the admin-role can access the newsletter panel.
I want to enable a user with the “editor-role” to write and edit newsletters etc. but it seems that there is no way to realize it.

I don’t want to authorize a user to be an administrator just because he is responsible for the newsletter.
That is very dangerous.

How can I authorize a user as a newsletter admin?

Settings > General > Advanced, you can set role-related options.
