I specify that my admin directory is protected by a double password with htaccess, but I tried also by removing the htaccess, and it’s identical …
Some other creation methods work normally (I have not tested all the methods).

Best regards.Probably you have a 403 and this is the mod_security of apache (or a security plugin) which sees you’re save a full html and blocks that operation. Ask the provider to disable mod_security for the wp-admin folder.
